Observers: New election law will not achieve political reform

Despite new election law approval by the cabinet, there are still different point of views regarding the new elements it brings that changes the rules of political game as it deals with foreign policy, especially that it depends on dividing the Kingdom into personal directorates to give each directorate a seat in the parliament which is known as the imaginary directorates, according to observers.

Would this increase in the number of election directorates from 40 to 180 help in choosing candidates based on there programs and not their tribes?
