Today, U.S. Ambassador to the Hashemite Kingdom of Jordan Jim Holtsnider and Jordanian Minister of Planning and International Cooperation Zeina Toukan signed a four-year bilateral Strategic Objective Agreement, committing $354.6 million in U.S. foreign assistance to Jordan.

The landmark agreement represents a major step in implementing President Donald Trump’s “America First” foreign assistance approach. It aims to deliver measurable benefits for U.S. companies, promote American technology and innovation, and strengthen accountability for U.S. taxpayers.

The agreement places greater emphasis on trade and commercial opportunities that support American workers and businesses, while ensuring that U.S. foreign assistance is more targeted, flexible, and structured around measurable outcomes.

It also seeks to strengthen Jordan’s institutions by enabling government ministries to enhance oversight capabilities and make greater use of Jordanian expertise, skills, and innovation.

The multi-year framework requires both sides to agree on clear objectives, increase Jordanian investment and ownership of programs, and establish a pathway toward gradually reducing reliance on U.S. assistance over time.
