The Palestinian Authority Launches a Comprehensive $67.1 Billion Gaza Reconstruction Program (Full plan available below)

The Palestinian Authority has announced the launch of a comprehensive national program for the reconstruction of the Gaza Strip, titled "Implementation Program for Recovery and Reconstruction," following the massive destruction caused by the recent war. The program aims to rebuild infrastructure, provide shelter and essential services, and revitalize the local economy, with a total estimated cost of $67.1 billion.

Palestinian Prime Minister Dr. Mohammad Mustafa emphasized that the program represents a "roadmap to restore life, dignity, and hope, and to reclaim a future of opportunity and peace for our people," stressing that Gaza’s reconstruction will be Palestinian-led with international partnership.

The program encompasses 56 projects distributed across five key sectors:

  • Social Sector: Includes social protection, health, education, and cultural heritage, valued at $18.3 billion.
  • Housing Sector: Aims to provide shelter for 1.46 million displaced persons and rebuild 320,000 destroyed residential units, at a cost of $17.1 billion.
  • Infrastructure Sector: Covers rubble removal, rehabilitation of electricity and water networks, and development of transport and communications infrastructure, with a budget of $11.5 billion.
  • Economic Sector: Focuses on supporting agriculture, industry, and small and medium-sized enterprises (SMEs), allocated $18.4 billion.
  • Governance Sector: Aims to strengthen government institutions, the rule of law, and financial oversight, valued at $1.8 billion.

The Palestinian Authority has pledged to reunify governance in Gaza under a single national framework and reactivate public institutions, based on the vision of “one government, one law, and one legitimate weapon.”

The program is grounded in a joint Damage and Loss Assessment conducted by the Palestinian Authority in collaboration with the World Bank, the European Union, and the United Nations, which estimated direct damages at $34.6 billion and economic losses at $20 billion.

The Palestinian Authority is calling on the international community to support this program as an “ethical, legal, and political obligation,” asserting that Gaza’s reconstruction is a critical step toward achieving peace and stability in the region.
