للمرة الرابعة تقوم الأجهزة التقنية بتوجيه من السلطة التنفيذية الاردنية بعمل لاديمقراطي ومناف للبند الخامس عشر من الدستور الاردني بحجب موقع اخباري اردني بدون قرار قضائي.

فقد قامت دائرة المطبوعات والنشر الاردنية مساء الاثنين بحجب امتداد موقع عمان نت ammannet.ws دون إبلاغ أصحاب الموقع أو القائمين عليه.

وتطالب إدارة "عمان نت" بإلغاء فوري لقرار الحجب لحين تعديل قانون المطبوعات والنشر، انسجاما مع رغبة غالبية نواب الوطن وتصريحات رئيس الوزراء للمؤسسات الدولية.

الملفت للنظر أن الحجب الأخير وهو الرابع لأحد أقدم المواقع الإخبارية الأردنية والذي تأسس عام 2000، جاء عشية يوم الانتخابات البلدية والتي خصصت المؤسسة الحاضنة للموقع – شبكة الإعلام المجتمعي- 39 صحفيا تم ترخيصهم من قبل لجنة الانتخابات البلدية وذلك في العاصمة عمان والعديد من مدن المملكة منها الزرقاء والاغوار واربد والكرك.

ويقول داود كتاب مدير عام الموقع إنه من المستحيل تجاهل توقيت قرار حجب الموقع، "ففي الوقت الذي تتباهى الدولة الأردنية بما أسمته بالعرس الديمقراطي يتم حجب موقع الالكتروني يهدف إلى خدمة المجتمع، ويفتخر بأوسع فريق إخباري لتغطية الانتخابات بصورة مستقلة وحرة مما يتركنا في حيرة حول نوايا الحكومة فيما يتعلق باستقلالية وحرية الاعلام."

يذكر أن موقع "عمان نت" أنتج 40 تقريرا حول الانتخابات البلدية لعام 2013 خلال شهر ونصف، غير الأخبار الرسمية المعتادة التي أعدها حوالي 39 مراسلا في محافظات المملكة، لتنقل للمواطنين أجواء الانتخابات أولا بأول، مع تواصل عمان نت وراديو البلد مع جميع الجهات الحكومية المعنية ومؤسسات المجتمع المدني المختلفة.

هذا وقد تم إطلاق موقع الكتروني جديد امتدادا لـ"عمان نت" يحمل النطاق amman-net.net

الجدير بالذكر أن "عمان نت" وأربعة مواقع الكترونية قد توجهت للمحكمة العليا الشهر الماضي للمطالبة بإلغاء قرار الحجب كونه غير دستوري وتم تطبيقه بصورة مخالفة للإجراءات الإدارية الأردنية.

Blocking the fourth mirror site of AmmanNet

For the fourth time since June 1, the Jordanian authorities have blocked a leading news website without court order in contradiction to article 15 of the Jordanian constitution.

The Press and Publications department blocked late Monday night (August 26) AmmanNet mirror site www.ammannet.ws without informing the editor or owners of the site and without a court order.

AmmaNet calls for the immediate rescinding of the blocking of website until the Press and Publications Law is amended in harmony with the publicly stated desire of the majority of Jordan’s parliamentarians and the statements of the prime minister.

Since June 1, nearly 300 Jordanian news websites have been blocked as a result of the implementation of the amended press and publications law which stipulates that any website dealing with news and commentary about Jordan must be licensed and must have an editor who has been a member of the Jordanian Press Association for at least four years. The Jordanian Press Association’s bylaws deny any electronic journalist from joining the syndicate.

Daoud Kuttab founder and director of Ammannet called the timing of the block very suspicious. “By blocking our mirror site on the eve of nation wide municipal elections for which we have dedicated a huge team of reporters and trained citizen journalists, the Jordanian government sends the wrong message about the transparency of these elections.”

Ammannet has received official accreditation for 39 staffers and trained volunteers to cover the municipal elections on August 27. Over 40 audio and web based multi media reports have been produced and posted on the website in preparation for elections day.

Within hours of the blocking, a new mirror web site was launched amman-net.net

Lawyers for Ammannet and four other blocked website have appealed to Jordan’s High court demanding an immediate stoppage of the unconstitutional blocking orders which were implemented in contradiction to Jordan’s standing administrative procedures.
